Case Study
Municipal wastewater lagoon rehabilitation and liner replacement for the Town of Hardwick, upgrading aging infrastructure to meet current Vermont DEC discharge permit requirements.
The Challenge
The Town of Hardwick's municipal wastewater treatment lagoon system, originally constructed in the 1980s, had deteriorated to the point where the Vermont DEC identified groundwater contamination from lagoon seepage during a routine compliance inspection. The town faced a consent order requiring lagoon rehabilitation within 18 months. Budget constraints typical of a small Vermont municipality limited available options.
Our Approach
EFI performed a complete lagoon rehabilitation including removal of accumulated sludge, regrading of lagoon berms, and installation of new 40mil HDPE liner across the primary and secondary treatment lagoons. The project included new inlet and outlet structures, emergency overflow containment, and groundwater monitoring wells. The liner system was designed for Vermont's freeze-thaw cycles with flexible anchor trenches and thermal expansion allowances.
Outcomes
“When you're a town of 3,000 people facing a state consent order, you need a contractor who can work within a municipal budget. EFI delivered exactly what we needed without over-engineering it.”
