The two companies do different work. Western Environmental Liner, a division of Western Ag Enterprises founded in 2002 in Tolleson, Arizona, manufactures and fabricates custom geomembrane liners at plants in Arizona, Kansas, and New York and installs them. EFI USA, founded in 1993, is a containment contractor whose scope runs past the liner into covered lagoon digesters, gas-tight covers, H2S removal, flaring, and monitoring, with more than 500 covered lagoon systems installed across 25 or more states.

Western Environmental Liner focuses primarily on geosynthetic liner installation in the Western US. EFI USA provides fully integrated biogas capture and anaerobic digester services alongside liner installation, having installed over 500 covered lagoon digester systems with 82% US market share. This means one contractor handles both containment and biogas needs under a single contract.

Our national infrastructure allows us to mobilize crews and materials to any location quickly, and our experience spans every climate zone, soil condition, and regulatory environment in the country including strict Western state environmental regulations.

EFI USA operates three strategically located fabrication hubs that handle HDPE, LLDPE, PVC, and RPP panel fabrication in-house. This delivers faster turnaround, tighter quality control, and the capacity to manage multiple large-scale projects simultaneously. Western Environmental Liner also fabricates its own material, so on that count the two are comparable; the difference shows up in what happens after the liner goes in.

EFI USA performs comprehensive quality assurance including destructive and non-destructive seam testing, vacuum box testing, air lance testing, and spark testing on every installation. With in-house fabrication, every panel undergoes QA before it leaves the facility.
