US Livestock Digester Atlas

The US Livestock Digester Atlas is a searchable database of every livestock anaerobic digester in the EPA AgSTAR Livestock Anaerobic Digester Database, with location, digester type, operating status, farm type and biogas end use for each project. As of the EPA file dated July 24, 2025: 473 projects operating or under construction, 98 shut down, and 203 covered lagoon digesters. Use the state map to compare the fleet by state, filter the table by status or type, or read why digesters shut down.

The EPA AgSTAR program keeps the only national list of farm digesters, published as a spreadsheet with two sheets: one for projects that are operating or under construction, one for projects that have shut down. This page presents both sheets as they are, with EPA's attribution and disclaimer, so the numbers can be read without opening a workbook. The shutdown sheet is the part almost nobody publishes, and it is where the reasons live.

Three things the data says on its own. Covered lagoons are the most common digester type in the live fleet (203 of 473). California accounts for 144 of those covered lagoons. And of the 63 shutdowns with a stated reason, mechanical or design failure and economics are mentioned more often than anything else.

Why digesters shut down

EPA lists 98 shut-down projects. 63 carry a stated reason, written as free text; 35 give none. The reasons below are keyword groupings of that text. One closure can land in more than one group, so the figures are mentions, not projects.

Questions about the atlas

The EPA AgSTAR Livestock Anaerobic Digester Database is the national list, published as a downloadable spreadsheet with one sheet for projects operating or under construction and one for projects that have shut down. This atlas presents that file as a searchable table and a state map: all 571 projects with city and state, digester type, operating status, year operational, farm type and biogas end use, plus EPA's stated closure reason for the 98 shut-down projects. The EPA AgSTAR Livestock Anaerobic Digester Database is the public source, and this atlas rolls it up by state so the comparison can be read without opening the workbook. Each state tile shows operational, under-construction, shut-down and covered lagoon counts, and 37 states have at least one live project. Ranked by operating plus under-construction projects: California (149), Wisconsin (48), New York (39), Pennsylvania (31), North Carolina (15). The table under the map filters to a single state and lists each project with EPA's data as written.

In this atlas. A covered lagoon digester is a manure lagoon sealed with a gas-tight floating cover. The manure breaks down without oxygen under the cover, and the biogas collects in the headspace where it can be piped to a flare, engine, boiler, or gas upgrading system. In the EPA file dated July 24, 2025, 203 of the 473 operating or planned livestock digesters are covered lagoons, more than any other type, and 144 of them are in California.

The EPA shutdown sheet lists 98 projects, 63 of them with a stated reason. Grouping those reasons by keyword, the most common mentions are mechanical or design failure (20), economics: cost exceeded revenue, poor payback, or bankruptcy (18), farm closed, sold, or herd sold (16). One closure can cite more than one reason, and 35 projects give no reason at all. The raw text for every shut-down project is in the table on this page.

Counting operating and under-construction projects in the EPA file: California (149), Wisconsin (48), New York (39), Pennsylvania (31), North Carolina (15). 37 states have at least one. California's total is dominated by covered lagoon dairy digesters; the Wisconsin, New York, and Pennsylvania fleets are mostly complete mix and plug flow tank digesters.

EPA updates the database roughly twice a year. This page was built from the workbook EPA published on July 24, 2025; the EPA landing page was last updated July 10, 2026. When EPA posts a new file, the atlas is rebuilt from it and every count on this page changes with the data.
