Expansion of the pulp mill wastewater containment system at Rayonier's Fernandina Beach facility, adding a new lined lagoon cell and rehabilitating existing containment infrastructure.
The Challenge
Rayonier's Fernandina Beach specialty cellulose mill required expansion of its wastewater containment capacity to support increased production volumes. The existing lagoon system, originally lined by EFI, needed a new cell added and two existing cells rehabilitated to extend their service life. Florida DEP required the expansion to meet updated containment standards including secondary containment and enhanced leak detection.
Our Approach
EFI returned to the Fernandina Beach facility to install a new 280,000 SF lined lagoon cell with double composite liner, leak detection, and leachate collection. Two existing cells received liner rehabilitation including patch welding, anchor trench repair, and new monitoring wells. All work was coordinated around continuous mill operations to avoid any production impact.
