Case Study
Municipal ash pond liner and stormwater containment system for Santee Cooper's Cross Generating Station, meeting EPA CCR Rule requirements for coal ash management.
The Challenge
Santee Cooper's Cross Generating Station needed to bring its coal combustion residual ash ponds into compliance with the EPA CCR Rule. The existing unlined ash ponds required either closure or retrofit with engineered liner systems. The utility chose to construct a new lined ash management area while closing the legacy ponds, requiring a containment system engineered for the alkaline chemistry and heavy metal content of coal ash leachate.
Our Approach
EFI installed a double composite liner system for the new ash management area with 80mil HDPE primary and secondary liners, GCL, geocomposite drainage, and a comprehensive leachate collection and removal system. The liner chemistry was specified for long-term resistance to high-pH coal ash leachate. Stormwater containment berms with HDPE liner were installed to prevent run-on contamination.
Outcomes
“The CCR Rule gave us a hard deadline and no room for error. EFI delivered a containment system that met every EPA requirement and gave our board confidence that the ash management issue was resolved permanently.”
